Congressional GOP Embrace President's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the initial time since the federal closure began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as Republican senators floated a plan toxic to Democrats: scrapping the ACA, known as Obamacare.

Deepening Impact of Federal Closure

The impact on Americans from the lengthiest closure of the federal government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the consumer," one senator said.

Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Opposition senators expressed concerned responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another senator reacted to the censure of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of moderate Democrats to end the closure in exchange for a later vote on the ACA payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another senior Democratic senator continued in arguing that Republicans should agree to a 12-month continuation of the payments before discussing the long-term of the subsidies.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Several analysts indicated that the core of such a proposal would remove the ACA's requirement that carriers cover individuals with existing health issues.

After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to secure enough support in 2017.
